This is when one website owner, like you, agrees to display a banner or website link for another website owner, free or charge, as long as they reciprocate. If you are looking for a low-cost or free method of advertising your small online business, this may be a great option for you. The one thing you do not want to do is to exchange links with your competition. You certainly do not want to end up making money for your competition!
