“Hemp/industrial hemp” and “marijuana” are two distinct varieties of the same plant species. “Hemp” is a fiber crop. “Marijuana” is a drug crop. However, these definitions have become confused in the last 60 years. Recently, a movement has begun to distinguish the terms again. It is important to understand the history of usage of these terms in order to eliminate the confusion.

In 1619 Jamestown Colony, Virginia enacted laws ordering farmers to grow hemp. Similar laws were enacted in Massachusetts in 1631, Connecticut in 1632 and the Chesapeake Colonies in the mid-1700's.
Even though the U.S. government encouraged American farmers to grow hemp for WWII and had even accepted it as payment of taxes in Colonial America, it is now prohibited to grow hemp in the United States.

The passage of Bill C-8 in June 1996, resulted in the modification of the Canadian Drug Act decriminalizing the low () 9 tetrahydrocannabinol) ) 9 THC Cannabis, industrial hemp. The Controlled Drugs and Substances Act (CDSA) came into force on May 14 1997 replacing the Narcotic Control Act and Parts III and IV of the Food and Drugs Act and was published in March 12, 1998 (Health Canada 1998) to permit the commercial cultivation of industrial hemp in Canada.
